The bangs aren't really the problem (although I like her better without), it's the color! Way too warm for her skin tone....I didn't think someone so gorgeous could look so bad. Really ages her too....sorry Rachel, love you, but bad hair move.
I'd have to say those are not her real bangs. They look like the clip in bangs. The colors are not even close to matching. That said, no - not everyone should go that blonde. Much prettier as a brunette.
The problem is not so much about the hair. The eyeliner an lipstick is the problem. A "fresh look" makeup wouldve looked better with that hairstyle and color
