Start with dry hair, then create loose curls with a medium sized iron on large sections, alternating directions of the curl. Break up the curls with your fingers then tease with a fine tooth comb extensively at the root on top. Smooth back over the surface and direct large panels of hair on top back, pinning them into place in back.
